BUILD America 250 Act: What It Means for Right-of-Way and Infrastructure Projects

A new bipartisan surface transportation bill, the BUILD America 250 Act, has been introduced by House Transportation and Infrastructure Committee leaders to guide federal investment over the next five years. The legislation focuses on strengthening the nation’s roads, bridges, transit systems, and rail networks while improving safety and project delivery.


For right-of-way and infrastructure professionals, the bill signals significant opportunity. It includes the largest federal investment in bridge infrastructure to date—over $50 billion—along with continued funding for core transportation programs and new support for passenger rail and safety improvements. The legislation also emphasizes streamlining project delivery, reducing administrative delays, and encouraging innovation, including the introduction of a federal framework for autonomous commercial vehicles.

A key funding component strengthens the Highway Trust Fund by introducing new revenue sources, including mechanisms to ensure all roadway users contribute, marking the first major funding expansion in more than 30 years.


The bill is the result of extensive stakeholder input and is expected to move through Congress ahead of the current authorization deadline of September 30, 2026. If enacted, it will shape project planning, funding, and right-of-way acquisition activity nationwide for years to come.
